2006年6月、オーストラリアのビクトリア(Victoria)州の州都メルボルン郊外で、17歳の少女が男子校生徒の集団から卑劣な性的暴行を受け、その暴行ビデオが同年末に動画共有サイト YouTube にアップロードされた。
2007年3月1日(木）、教育サービス担当相(Education Services Minister) Jacinta Allanは、「ネットいじめ cyberbullying」の取締対策として、ビクトリア州の公立学校(government school) 1600校で、このオンライン動画ウェブサイト YouTubeの使用禁止を発表した。
学校や関係プロバイダー(ISP)はすでにウェブサイトのフィルターを利用しており、YouTubeを閲覧不可ウェブサイトのリストに追加した。
Allan氏の発言引用：
“The state government has never tolerated bullying in schools and this zero tolerance approach extends to the online world,” Allan said. “All students have the right to learn in a safe and supportive learning environment — this includes making students’ experience of the virtual world of learning as safe and productive as possible.”
州政府は「サイバーいじめ」に対しても断固とした情状酌量なしの措置 zero-tolerance approach を行うと表明したが、
ゼロ・トレランス政策 zero-tolerance policy は現在のところ、米国、カナダにおいて
武器(weapons): Columbine High School (Littleton, Colorado)
ドラッグ、アルコール: Ashland, Oregon School district
で実施されている。
